It can be done via shaders which make the output graphics look cartoony (enhanced contours). Unity can do that. Michael Swain did that already in Madness Project Nexus 2, a sequel (developed on Unity) for a flash game.

Since the graphics will be textures, displayed via GPU, you have no limits on how much detail you may add. You can go crazy, over the top, stuff it with filters, blend modes, etc. And then rotate/scale it without any loss of speed.

It would be cool, but to keep the art style and gameplay consistent would be a lot of work (in software I doubt Matt is familiar in).

Nah, filters are still pretty slow, on mobile devices anyway.
Rotation and scaling is fine though. Transparency is a little slower, but only a bit.
